School shootings are relatively rare in Russian Federation, but authorities have been on guard since a 2018 incident at a polytechnic college in Kerch, Crimea.

Russian President Vladimir Putin has ordered the urgent tightening of civilian weapons control following the deadly school shooting, Kremlin spokesperson Dmitry Peskov said on Tuesday. But most of the proposed legislative changes were turned down by the parliament or the government, the Kommersant newspaper reported.

Russian lawmaker Alexander Khinshtein said on Telegram that the suspect in the Kazan attack received a permit for a shotgun less than two weeks ago and that the school had no security aside from a panic button.

The incident took place at the school No. 175 in Kazan located in the country's Tatarstan Region.
