The Ford government is moving Toronto and Peel Region into the "Grey-Lockdown" zone of the provincial COVID-19 response framework, opting to allow some businesses to reopen for the first time since 2020.

But the Ford government announced Friday that those businesses will be permitted to open as of 12:01 a.m. Monday and the stay-at-home order now in effect in Toronto and Peel will be lifted as the two areas transition back into the colour-coded framework.

North Bay Parry Sound District will be returning to the 'Red-Control' level.

"Our government is taking a safe and cautious approach to returning to the Framework and due to our progress, all regions of the province will soon be out of the province-wide shutdown", said Deputy Premier and Health Minister Christine Elliott in a statement.

The Health Unit reminds everyone that the best way to protect yourself and your loved ones is by following public safety measures, such as continuing to stay home, regularly washing your hands or using alcohol-based hand sanitizers, wearing a face covering, physically distancing, not touching your face, and coughing or sneezing into your sleeve.

The news comes after Ontario's chief medical officer of health, Dr. David Williams, confirmed during a media conference Thursday afternoon that North Bay Parry Sound District, Toronto and Peel would reenter the framework, which most of the province's health units are now under.

The province's stay-at-home order was previously extended for all three areas until March 8 at least.

Toronto is moving into the Grey Zone starting next week, which will see all retail open.

Now, all 34 regions are in Ontario's colour-coded framework.

"This is not easy".

"I understand now why Dr. Loh is not asking the province to move us into the red zone", said Crombie on Thursday.

The reopening announcement comes on the same day that Ontario reported a surge in the number of new COVID-19 cases.

"This is by far the most severe lockdown measure that has been used in North American", says Dan Kelly from the Canadian Federation of Independent Business.

Residents are not permitted to gather indoors with anyone they do not live with (although people who live alone and single-parent families are permitted to join one other household) and outdoor gatherings of more than 10 people are not permitted.

Residents are still asked to limit close contact to members of the same household and to stay at least two metres apart from everyone else. Villa said Wednesday that variants of concern in the city had doubled in the last week and opening under the 'Red-Control' zone is not advisable at this time.

Restaurants and bars may reopen for indoor dining, with up to 10 people total and four individuals per table. Establishments must close by 10 p.m. and alcohol can not be sold after 9 p.m.

For religious events, weddings and funerals however, the indoor limit is 30 per cent capacity.

The Grey Zone would see retail reopen at 25% capacity with enhanced screening measures.

In addition, seven other public health regions including Sudbury are being moved to new levels in the Framework.
