Safe Travels Hawaiʻi Surveillance Testing Update

The test must show a negative result within 72 hours of departure.

Under the new rules, passengers who arrive without a negative test result from what Ige called a trusted partner will not be allowed to skip quarantine even if a negative result occurs shortly after arrival.

Anyone flying to Hawaii will be required to have a negative COVID-19 test result prior to their departure for the state, with the new rule going into effect two days before Thanksgiving, Governor David Ige announced on Thursday.

"The Safe Travels Hawaii pre-travel testing program has been a valuable extra layer of safety for the state of Hawaii and is being emulated across the country by other states", Lt. Gov Josh Green said.

"We want to make sure that the process is seamless for all customers, that we provide all the right information and that all partners who have signed up to work with us are final and ready to go", said Liu.

"We are aware that it would have some impact in the numbers, but we do believe that the pre-travel testing program is working, that all, many of our trusted partners are able to deliver results back to those traveling in a timely way", the governor explained. "Concurrently, the stricter test result requirement announced by the governor today is a prudent and urgent response to thwarting the spread of COVID-19 in Hawai'i, while our local visitor industry sustains its leadership efforts in restoring jobs and the economy of Hawai'i", said Hawai'i Tourism Authority president and CEO John De Fries.

Air Canada has routes from Vancouver to Maui and Honolulu starting on December 17 and routes from Calgary to Maui starting the next day. "We have long advocated for safe and science-based strategies over blanket quarantines to enable a safe and secure resumption of air travel". Although the test, which costs $150 per person and is payable by the guest, is now only available in Alberta, it is open to all Canadian residents. "It's really exciting for us to know that Hawaii really is the very first place that is a safe corridor for travel from Canada". Canada's mandatory 14-day quarantine for all passengers arriving in or returning to Canada was last extended on November 2 and is set to expire on November 30.
