CA Gov. Gavin Newsom Issues Stay-at-Home Order Amid Rising COVID Cases

"We are sounding the alarm", Newsom said in a statement. "If we don't make these decisions now, there really is only one outcome: We will nearly certainly have to shut things down again".

Starting Saturday, all non-essential work, movement, and gatherings must cease between 10 p.m.to 5 a.m. In recent weeks, health officials across the state have seen a surge in cases, with Los Angeles County reporting a record 5,031 cases and 29 additional deaths on Thursday. Now over 70% of California Counties are in the Purple Tier, including Orange County, where the Disneyland Resort is located.

"Activities conducted during 10 PM to 5 AM are often non-essential and more likely related to social activities and gatherings that have a higher likelihood of leading to reduced inhibition and reduced likelihood for adherence to safety measures like wearing a face covering and maintaining physical distance", Newsom said.

Fauci, asked about the potential of a curfew on Tuesday while receiving an award from San Jose State University, said conditions can vary from county to county and city to city, but that he supported the general premise.

"At this point, no one should be still underestimating the spread of this virus, nor should anyone be questioning the actions we still need to slow the spread and lessen its impact on our collective health and our local economy", said Los Angeles County Health Officer Dr. Muntu Davis.

Newsom's latest stay-at-home order will last one month, until December 21, but could be extended if infection rates and disease trends don't improve. Nothing in the order prevents any number of people from the same household from leaving their residence, lodging or temporary accommodation, as long as they do not engage in any interaction with (or otherwise gather with) any number of people from any other household, except as specifically permitted by the order.

COVID-19 case rates increased by approximately 50 percent in California during the first week of November. According to the order, members of the same household are allowed to leave their homes after 10pm, however, they are not allowed to interact with anyone from outside their household.

Late last week, the state issued a travel advisory, along with OR and Washington, urging people entering the state OR returning home from travel outside the state to self-quarantine to slow the spread of the virus.

In addition to the limited stay-at-home order, California has also implemented a travel advisory recommending that residents avoid nonessential out-of-state travel and to quarantine for 14 days after arriving from another state or country.

Governor Gavin Newsom announced the curfew Thursday after hinting on Monday that he was considering such a move. "Now before you jump into the mindset of whether that is a good idea or a bad idea". Newsom said two states in the United States have curfews which are MA and Virginia along with large and small cities that also are promoting certain curfews. "We really want the data".
