In addition, Wales will face a match against Scotland.

One of his predecessors Bernard Laporte, now the World Rugby vice-chairman said: "This has been no small effort and there have been some robust conversations, but the position approved by council today represents the best interests of the global game and I look forward to seeing the world's best players doing what they do best back on the worldwide stage".

This year's autumn Tests are then expected to be replaced by an eight-team tournament in which the Six Nations sides will be joined by Japan and Fiji.

The temporary global window will accommodate the completion of the 2020 men's and women's Six Nations Championships on 24 and 31 October, a rest weekend on 7 November and four consecutive rounds of worldwide matches.

The Six Nations will be concluded at the end of October with the competition only needing two weeks to finish and from 7 November there will be four rounds of global matches in Europe.

That competition has been devised to cover the loss of the touring Southern Hemisphere superpowers, with Australia, New Zealand - who have been asked to host - and South Africa to contest the rescheduled and condensed Rugby Championship between November 7 and December 12.

All teams have one game left to play, except Ireland and Italy, which have two.

The Six Nations sides - England, France, Ireland, Italy, Scotland, Wales - have proposed a tournament with Japan and Fiji.

The governing body has also approved a schedule of autumn internationals. Once the Six Nations is concluded, two weeks later the worldwide matches will begin in which Fiji and Japan will play against the powers present in the Six Nations. New Zealand has been playing a Super Rugby spin-off tournament to packed stadiums since June.

The weekend of November 7 will be a rest, followed by four consecutive weekends of internationals. The location for Wales matches are still to be decided with the Principality Stadium definitely out of action until the end of the year because it is now a field hospital.
