The Port Authority of NY, which oversees NY city airports, is responsible for enforcement downstate, he said.

Gov. Andrew Cuomo (D-NY) issued an "emergency health order" Monday indicating that visitors from 19 states- almost half of the country- must provide their contact information upon arrival.

Despite New York's low COVID-19 infection rate, Cuomo said he remains concerned that the state is "not a hermetically sealed bubble".

Enforcement teams will be at each airport to ensure people fill out the Department of Health's traveler form, which passengers receive before boarding their flights to ny.

To ensure travelers comply, Gov. Andrew Cuomo sent out enforcement teams who will be stationed at the state's airports.

At this point, individuals traveling from Alabama, Arkansas, Arizona, California, Florida, Georgia, Iowa, Idaho, Kansas, Louisiana, Minnesota, Mississippi, North Carolina, New Mexico, Nevada, Ohio, Oklahoma, South Carolina, Tennessee, Texas, Utah and Wisconsin will be required to self-quarantine for 14 days upon arrival in New York, Connecticut and New Jersey.

Enforcement teams made up of law enforcement officers from state agencies and state Department of Health staff will be sent to airports like John F. Kennedy International Airport and LaGuardia Airport, Cuomo noted.

"The State Department of Health is going to issue an emergency health order today mandating that out-of-state travelers complete the DOH traveler form before leaving the airport, and we are launching an enforcement operation at airports across the state to help ensure travelers coming into NY are following this order", the governor said.

In New York City, even the Empire State Building is getting ready to welcome guests back to its iconic observation deck on July 20.

Airports in Albany, Syracuse, Rochester, Buffalo, Niagara Falls, Westchester County and Long Island will have enforcement teams on site daily to meet flights from states on New York's current quarantine list.

The leader of Republican lawmakers in the New York state Senate called the new requirements for air travelers put in place by the administration of the Democratic governor an "overreach of power" that "violates the civil liberties of New Yorkers and citizens across this country", New York State Public Radio's Karen DeWitt reports.

The decision comes at a time when the pandemic hotspots are shifting.

The traveler form is also available online for those who wish to fill it out electronically.
