The situation has been awkward for South Korea, a longtime US ally that is now led by a left-leaning administration that desperately wants to improve ties with the North.

He added North Korea-U.S. negotiations would be a "major first stepping stone" to move forward the peace process.

A senior official at Seoul's presidential Blue House told reporters Moon had said "there is a need to pursue dialogue before the USA presidential election" in November. According to a top Blue House official Wednesday, Moon made the remarks in his summit a day earlier with top representatives of the EU.

The ambassador also dismissed speculation about Kim's sister, Kim Yo-jong, allegedly being trained as the next North Korea's head of state, pointing out that "no one dares to call themselves number two in the country".

In a virtual summit with EU Council President Charles Michel and European Commission President Ursula von der Leyen the previous day, Moon reaffirmed his resolve to strive "with patience" to maintain the momentum of dialogue involving the US and the two Koreas, the official added.

Moon's comments came days after US Deputy Secretary of State Stephen Biegun, who led working-level negotiations with North Koreans, said there is still time for both sides to re-engage and "make substantial progress".

Trump and Kim have not made public contact since June 2019, when the two leaders met at the truce village of Panmunjom.

US President Donald Trump and North Korean leader Kim Jong Un should meet once more before the US presidential election in November, a Seoul official said quoting South Korea's President Moon Jae-in. Whether a summit is possible or not, on Tuesday, U.S. National Security Adviser Robert O'Brien called on North Korea to refrain from provocations and return to dialogue.

The South Korean presidential office earlier warned that the government would crack down on such acts, which it said constitute a violation of laws including the inter-Korean exchange and cooperation act.

Russian Federation is a key ally of the isolated North and Matsegora is one of the longest serving ambassadors in Pyongyang.
