"The president's right to say to the governor, 'You need to assure us before we lock in all these hotel rooms and we bring all this revenue to your state that you're going to let us have this convention, '" she said.

Florida is Trump's home state and the largest swing state, the party said in arguing the event should be held in the southern state.

Governor Cooper commented on on the National Convention in Charlotte saying, "I will say that it's okay for political conventions to be political, but pandemic response cannot be". He praised reopenings in Texas, Florida and Georgia - all states with Republican governors.

Roy Cooper listens to a question during a briefing on the coronavirus pandemic at the Emergency Operations Center in Raleigh, N.C., Tuesday, May 26, 2020.

"Plans are being made by many thousands of enthusiastic Republicans, and others, to head to lovely North Carolina in August", Trump wrote on Twitter.

A few Republican-led states are lining up to snag the convention if North Carolina loses the opportunity. "But having a sense now is absolutely essential because of the vast preparations that are involved, and we look forward to working with Governor Cooper, getting a swift response and, if needs be, if needs be, moving the national convention to a state that is farther along on reopening and can say with confidence that we can gather there".

Trump tweeted on Monday that the party would find another site for the Republican National Convention if North Carolina Governor Roy Cooper, a Democrat, did not immediately say whether the convention space can be "fully occupied".

Kemp on Tuesday offered Georgia as a potential replacement site.

Florida Gov. Ron DeSantis told reporters Tuesday that "Florida would love" to host the convention and vowed that it could be done "in accordance with whatever safety requirements".

North Carolina has seen around 25,000 COVID-19 cases and more than 840 deaths from the virus. "In fact, several long-standing City-supported and sponsored events have already been canceled in order to comply with CDC guidelines". The governor listed four major Florida cities he said could easily handle the convention. "I don't know. I can't ordain what that's going to be, but I plan to campaign in Milwaukee".

Moving a convention isn't unprecedented, but it's been a long time.

If needed, he said, the convention will be moved to a state that's further along in reopening. But conventions have gotten vastly more complicated since then.

Cooper narrowly beat an incumbent Republican in 2016 while Trump won the state. "Heck, I'm a Republican, it would be good for us to have the DNC".

Watching on TV, a convention can just look like a big rally, but it is so much more than that.

The convention decides on the party's official candidate for the following presidential election.

Still, it would be a challenge for a city to host a convention three months out, Taylor said, since organizing a major undertaking from scratch isn't easy.

Of course, as most Americans know all too well right now, long-term planning is almost impossible in the face of an unpredictable and, at least in modern times, unprecedented pandemic.
