The Democrat governor pulled no punches shredding the idea, arguing that such an order would be "illegal" and would lead to "chaos and mayhem". "It's totally opposite everything he's been saying. I'm thinking about that".

But Cuomo had questioned the legality of the strict new measure Trump floated to contain the outbreak in the region.

NY has more than 52,000 cases and at least 725 deaths.

"This would be a federal declaration of war on states", Cuomo said, adding that he doesn't think the President is looking to start a war with states.

President Donald Trump flew to Norfolk on Saturday as it set off.

'But look this is NY, we have made it through far greater things.

"If you started walling off areas all across the country it would be totally weird, counter-productive, anti-American", New York Governor Andrew Cuomo said on CNN. We might not have to do it, but there's a possibility that sometime today we'll do a quarantine, short-term, two weeks on NY.

Note that NY has reported more than 52,000 confirmed cases so far.

"After discussions with the president, we made it clear, and he agreed, that it would be much better to do what's called a strong advisory", Fauci said on CNN's "State of the Union".

"Then we would be Wuhan, China, and that wouldn't make any sense", he said, adding that this would cause the stock market to crash in a way that would make it impossible for the U.S. economy to "recover for months, if not years". "I am not going to close off my borders. Trucks have to come in, food has to come in, mail has to come in".

In tweets posted late Saturday, Murphy said he had been in contact with the White House throughout the day discussing the proposed quarantine. But the governor expects the two states will be able to work it out "amicably".

"We know what we're doing".

Earlier, Cuomo and governors of the other states had rejected a suggestion by President Donald Trump that he might impose a quarantine on the region. He also cautioned that any quarantine wouldn't affect truckers from outside the NY area.

Trump had indicated earlier that he was responding to worries in other states, particularly Florida, that travelers from the greater New York City area could spread COVID-19 in their communities. "We don't want that", he said.

"On the recommendation of the White House CoronaVirus Task Force, and upon consultation with the Governor's (sic) of New York, New Jersey and CT, I have asked the @CDCgov to issue a strong Travel Advisory, to be administered by the Governors, in consultation with the Federal Government".

Kayyem said instead Trump should be uniting the country through cooperation.
