The majority of the WADA athlete committee agreed to put out a statement this weekend, saying "Russia can not blame WADA or worldwide sports organisations for enforcing the rules that all must abide by, when they have been caught breaking them over and over again". A report by WADA says Russian Federation missed the original deadline and the data contained significant discrepancies.

Last month, WADA's compliance review committee sent out a report detailing what it called a "stunning deception" by Russian officials who tampered with data at the Moscow anti-doping laboratory that was supposed to be used to help prosecute cases stemming from the Russian scheme.

A WADA panel last month recommended to ban Russian Federation from global competition for four years, including next year's Olympics in Tokyo, and other measures after "inconsistencies" were found in laboratory data provided to the agency.

An independent investigation launched the following year found evidence of a state-sponsored programme of doping during the 2014 Sochi Winter Olympics overseen by the Russian Ministry for Sport.

The World Anti-Doping Agency (WADA) on Monday approved a recommendation by its Compliance Review Committee to ban Russian Federation from what it defines as major worldwide competitions for four years.

"I wanted sanctions that cannot be watered down", she said.

"The full list of recommendations have been unanimously accepted", a spokesperson said.

Russian athletes could compete as neutrals under the Olympic flag if they are not linked to positive doping tests or the data corruption.

Sports bodies would then be required to move events that had already been awarded, unless "it is legally or practically impossible" to move them.

If RUSADA appeals the sanctions endorsed by WADA's executive committee, the case will be referred to the Court of Arbitration for Sport (CAS), WADA has said.
