In a wide-ranging presser, Tebas had harsh words not only for Manchester City and Paris Saint Germain, whom he accuses of "financial doping", but also for Federation Internationale de Football Association and UEFA.

La Liga president Javier Tebas has revealed that Lionel Messi has already signed his a new contract with Barcelona, and the official announcement is merely a formality.

However, with the January transfer window fast approaching, Barca have reportedly acted swiftly and agreed a new deal with Messi. However, the lack of official confirmation from the La Liga club has caused concern among fans.

Barcelona president Josep Maria Bartomeu previously said Messi's father, his representative, had already signed the contract and it was just waiting for the player's signature.

Barcelona CEO Oscar Grau said the La Liga club would offer him a new lifetime deal but questions still linger over whether Messi has signed any necessary paperwork.

Despite those rumors, it appears it will be sometime longer before that happens, with IBTimes reporting Tebas as saying: "Messi has a contract which has been renewed".

"If he does not deceive me, he has signed it".

However, Messi claimed last week he does still harbour a desire of returning to Argentina to represent his former club Newell's Old Boys.

"The desire is always playing for Newell's, it is what I dreamed as a kid", Messi told Argentine channel TyC Sports.

With regards to PSG and City Tebas was blunt: "I don't think they are cheating, I know they are".
