Rescuers continued plucking people from the floodwaters - at least 2,000 so far, according to Acevedo, with many more still awaiting rescue.

The president has been eager to travel to Texas since the weekend, but said he waited until he could do so "without causing disruption". The Texas governor has declared 54 counties as disaster areas, making them eligible for state aid.

But the hurricane will present the Trump administration with challenges even after the storm has passed, with relief efforts and rebuilding expected to stretch years into the future.

As many as 50 counties are affected by the flooding, Federal Emergency Management Agency Director Brock Long said Monday.

Additionally, before the storm hit ground Friday, The Church of Jesus Christ of Latter-day Saints, which owns this paper, sent tractor trailers full of supplies, anticipating the need.

A flash flood watch remains in effect through Thursday evening, as rounds of heavy rain are expected across southeast Louisiana and coastal Mississippi.

However, with the rains still coming, Good Samaritans are already lining up to help.

"While the hurricane-force winds have diminished - I want to stress that we are not out of the woods yet", said acting U.S. Homeland Security chief Elaine Duke. With maximum sustained winds of 90 miles per hour (150 kph), Harvey is downgraded to a Category 1 storm. "The committee is monitoring the situation in Texas closely", said Chris Gallegos, a spokesman for the Republican majority on the Senate Appropriations Committee. "We've never seen these rainfall amounts over such a large area, and so the damage is already catastrophic and unfortunately is going to continue to be catastrophic for days to come".

The nation's fourth-largest city was still mostly paralyzed by one of the largest downpours in USA history. He also noted that Harvey was the strongest storm in Texas since 1961. It is thus far the single deadliest incident resulting from the storm.
