The bench of Chief Justice Indira Banerjee and Justice M Sundar sought the Centre's stand, issuing notices to joint secretary (Home) and also to the three nominated MLAs - V Saminathan and K G Shankar (of BJP) and S Selvaganabathy, an educationist.

The controversy over nomination of three MLAs in Puducherry snowballed on Thursday with the Congress party attacking the decision as unconstitutional and state Lt. Governor Kiran Bedi defending it strongly. According to the Union Territories Act, the nomination of 3 MLAs to the Puducherry legislative assembly is to be done by the central government.

"The oath is and can be administered by Administrator".

He said he had briefed the party high command and senior leaders and the All India Congress Committee will take up the issue at the national level soon. The Congress has demanded the resignation of both functionaries for, what it called, a compromise on "the basic tenets of Constitutional propriety".

"The action of LG is suspect and it is blasphemous more so because it has become a trend in this country since the NDA has formed the government at the Centre", she said. "Look what is happening in West Bengal where the governor is intimidating the CM", she said.

The Congress has come out in support of West Bengal Chief Minister Mamata Banerjee and has supported her demand for the recall of the State Governor Keshari Nath Tripathi. The Raj Bhavan has denied the charges against the governor. This is a clear disregard of the Constitution and disrespect of people's mandate.

Dev added that while governors are protectors of the Constitution but in Puducherry, it is different. He said that this is a violation of the statutory procedures and it betrays the intentions of the BJP and the Lt Governor.

She also said Tripura Governor Tathagata Roy has been "one of the worst offenders", who continues his "provocative" tweets and Facebook posts and "intemperate" statements.
