Citing unnamed federal security sources, Focus reported that British-born Salman Abedi twice flew from a German airport in recent years and wasn't on any global watch list. British media have reported that one of them is Abedi's brother but police have not confirmed that.

Georgina Callander, 18, an Ariana Grande superfan, also died, her school said, and John Atkinson, a 26-year-old student from Greater Manchester, was killed, according to a local politician. Salman and his brother Ismail, now 23 - who was arrested Tuesday - stayed in Britain to finish their studies, although Salman dropped out of college at the beginning of his second year.

Focus reported that Abedi previously flew from Frankfurt to Britain in 2015. His father, who had been working for the Libyan police force in recent years, according to an official, was also detained on Wednesday, although it was not clear on what grounds.

A German magazine reported that Manchester concert bomber had passed through Duesseldorf airport four days before the attack.

French Interior Minister Gerard Collomb said British investigators had told French authorities Abedi had probably travelled to Syria as well. They said that information had been shared between United States and British intelligence services, but a full analysis was underway to put those details in context. "She loved all music whether it was listening to Ariana or playing the bagpipes with her pipe band", it said.

"I'll be returning to the incredibly courageous city of Manchester to spend time with my fans and to have a benefit concert in honour of and to raise money for the victims and their families".

The issue of the leaks will be raised at the very highest level when the Prime Minister and the US President will meet to discuss, amongst other things, counter-terrorism.

A spokesperson for the Libyan authorities told BBC that, "His brother felt there was something going on there in Manchester and he thought his brother would do something like bombing or attack".

They were members of the Libyan Islamic Fighting Group which has been banned in Britain.

But she said "part of that trust is knowing that intelligence can be shared confidently".

"Such redundancy could give the bomber or a cell more than one option for deploying the device, and further suggests that the bomb was not as simple in design as many terrorist devices, which often are crude and prone to failure or haphazard effect", the Times said.
