Biden pledges to bring back Obamacare's individual mandate

Biden put forth that as a way to guarantee that all Americans receive health care coverage, the federal government would fine any individual who did not obtain sufficient health insurance.

Biden's task is now to convince Americans that his brand of politics has a better chance of defeating President Donald Trump in 2020.

When Joe Biden first ran for president in 1988, he was considered too liberal to win.
