Watch Dogs Legion officially announced - Release date, trailer, gameplay

The studio then had to officially put out a teaser of the game and unveil the name.

Following the reveal of Watch Dogs: Legion at Ubisoft's press E3 2019 press conference, the publisher released a press kit with plenty of screenshots and more.

Like the previous leak suggested, it does indeed take place in a post-Brexit London, where the United Kingdom is a surveillance state and "freedom has been replaced with fear". Your objective is to recruit as many people you can to the resistance to ultimately overthrow the tyrannical system.

It is set in a post-Brexit dystopian world, and instead of having a single protagonist, players will take control of multiple characters with a multitude of different skill sets. You'll roam the streets while interfering with government plans, fighting gangsters, hacking the city's "cTOS", and recruiting any NPC in the game to your cause. In the mission shown, players are attempting to recruit a character that can handle drones, useful for a future mission. There are characters good at infiltration, some better with full-on combat.

Since you can recruit any random person in the game, not everyone is going to be a hacker, otherwise it would have been an unrealistic coincidence.

Given that Watch Dogs Legion will allow players to take control of any NPC in the game, which was previously predicted by leaks, Ubisoft explained at E3 that all cinematics will vary, depending on the character that the player is now in control of. And yes, it looks like we'll be playing as NPCs, though it may be incorrect to call them NPCs at this point.

Watch Dogs: Legion is coming on March 6, 2020, for PS4, Xbox One, PC, and Stadia.
