The Times reports that there were multiple reports of shots fired and people hit.

The suspect has been described as a Middle Eastern man in his early 20s wearing all black clothing and with a beard.

Officers from the Ventura County Sheriff's Office and California Highway Patrol said about 30 shots were fired and several people were injured.

"It was just some lowlife taking lives he shouldn't be taking", he said.

The gunman was still believed to be inside the bar an hour later, according to a police official.

There were reports of pools of blood in the area, and responders attending to one injured person outside the venue.

Police have described it as a "mass casualty incident" and helicopters are swirling overhead. The security guard was dead and the man had a handgun. At least four ambulances were called to the area to treat victims.

Video showed causalities being carried out of the bar by members of the public and emergency workers.

Witness John Hedge told ABC's 13WLOS TV station that said he saw a suspect throwing smoke bombs into the front of the restaurant. Information on the extent of the victims' injuries has not yet been released. An event aimed at university students was scheduled to take place this evening.

Police tell the Ventura County Star that the initial report came around 11:20pm local time (8:20pm NZT) that a man opened fire at the Borderline Bar & Grill in Thousand Oaks, which is about 40 miles west of Los Angeles.
