Legislation to introduce the new framework for organ and tissue donation will be debated in parliament later this year, with the system expected to come into effect in spring 2020, the health department said on Sunday.

Research shows that 82 per cent of people in this country support organ donation, but only 37 per cent have recorded their wishes on the NHS Organ Donor Register.

A courageous caller who lost her husband to liver failure perfectly explains why a new opt-out system for organ donations is so important.

China should improve medical insurance for organ recipients to reduce their financial burden, said Huang Jiefu, Director of the China National Organ Donation and Transplantation Committee.

Currently, less than half of families give consent for their loved one's organs to be donated if they are unaware of their wishes. We believe that by making these changes, we can save as many as 700 more lives every year.

'But organ donation remains a gift.

Children, people with limited mental capacity and others who have not lived in England for at least a year prior to their death will be exempt from the scheme.

'Introducing an opt-out system in England will better reflect the views of the general public and give hope to those now waiting for a transplant they so desperately need'.

Dr Benn said the current system respected that "you know what you're doing and you're doing it because you want to save someone's life", he told Sky News on Saturday.

"But the issue really is how do we weigh up the number of lives saved with the need to respect fully the consent of the person who has just died to what happens to their organs".
