Trump Casts Doubt On June North Korea Summit With Kim

For a few months, everything seemed to be clicking for South Korean President Moon Jae-in as he pieced together crucial nuclear negotiations between the USA and North Korea following a year of intense animosity.

North Korea cancelled high-level talks with South Korea, saying the South's joint military exercises with the USA were a "provocation" and rehearsal for invasion. In March, Moon despatched particular envoys to North Korea to encourage talks between Pyongyang and Washington. "Kim realizes that is the only place for a deal".

Simply three weeks earlier than a deliberate summit with North Korean chief Kim Jong Un, President Donald Trump is internet hosting South Korea's President Moon Jae-in on Tuesday for talks as they work to evaluate whether or not North Korea's dedication to rid itself of its nuclear program is real.

While North Korea has been willing to discuss denuclearization, Pyongyang has not yet said it will agree to do so in Singapore, and, most importantly, it has always spoken of the denuclearization of the entire Korean Peninsula.

Moon, keen to defuse tensions on the peninsula, said Trump should receive the Nobel Peace Prize, and the call for the award was taken up by crowds at Trump rallies.

North Korea has threatened to pull out of the meeting after comments by US National Security Adviser John Bolton.

Libya's former leader Muammar Gaddafi agreed with Western powers in 2003 to dismantle his programme in return for the lifting of sanctions. After he got rid of his nuclear program, he was killed years later in a popular uprising aided by US and allied aircraft.

"The Libyan model isn't a model that we have at all when we are thinking of North Korea", Trump said. He says North Korea has a chance to be a great country, and he is urging Kim to "seize this opportunity".

Libya is a questionable comparison for a number of reasons. The two men are partners in an effort to strip North Korea of its nuclear weapons. The report on North Korea's military capabilities was based on an assessment of developments in 2017 and was provided to Congress in April.

The South Koreans were expected to participate in the trip, but were left behind in Beijing after the North refused to grant them visas.

"Kim is trying to take a hardline position before he gets to the meeting", Cronin said.

Trump is also unhappy with the US trade deficit with South Korea, which topped $10 billion a year ago.

"Even if the US and South Korea try to weaken China's impact in the negotiation process, Xi and Kim's recent two meetings have proved that China and its support are indispensable", said Yue Li, senior fellow at the Pangoal Institution, a Beijing-based think tank. "But rest assured that the United States will continue on the path that we are on because this president has made it clear that we will not tolerate North Korea possessing nuclear weapons and ballistic missiles that threaten the United States and our allies".

Finding a workable plan would only emerge after months or years of negotiations.

After an historic summit between Moon and Kim last month, and Moon's intense negotiating in getting Trump to the table, South Korea's role has diminished significantly, leading to some concern Seoul's achievements could be undone by the other parties. "The hard work will have to follow". In the past North Korea has objected to allowing global inspectors complete access to its nuclear facilities.
