But when the commission delayed its meeting until January 16, Hoover said it became clear he was becoming a distraction and he did not want to harm the institution of the General Assembly or the House.

Hoover denounced his critics for spreading falsehoods, including that he had been sexually involved with the woman who made the sexual harassment claim.

"I did not do anything illegal", Hoover told his colleagues on Monday in the speech that was broadcast across the state on the public television station KET.

The settlement with the staffer, who worked for the House Republican Caucus, was signed in late October, after an attorney for the woman sent Hoover a letter alleging sexual harassment.

In his speech resigning his post as Speaker, Hoover called out Gov. Bevin, saying he had spread lies and misinformation about him.

Rep. Hoover was back at work on Tuesday, and made waves by forcing a vote on a potential House rule-change that could make it more hard for lawmakers to discipline each other.

Hoover said after the settlement, he fell into isolation and depression, curled up in a fetal position on the couch, cried, and lost 33 pounds.

"The last two and a half months have been very hard, for myself, for my family", Hoover said on the House floor.

He also vowed to get revenge on people in the legislature he said had privately betrayed him. He took shots at the Herald-Leader's coverage and at Bevin.

The heated debate was an example of the rift in the majority party, some of whom he accused of plotting against him. Metcalf was sacked on New Year's Day.

Hoover's resignation was made on the condition "if accepted by the members of the House". He said his relationship with his wife was better than ever and that he got a wake-up call about his health. "I will be back here tomorrow fighting for what I believe in".

On Tuesday, Hoover proposed his own rule that would make lawmakers liable for expenses if they request another lawmaker to be expelled but fail.

"I will not deny that the dazzlement of scandals and rumors and drama pulls focus from our primary tasks", GOP state Rep. Jill York said. "Unless the eight withdraw their complaint, we still have a job to do until the House tells us otherwise". Jerry Miller, R-Louisville, the chairman of the committee.
