The boat was carrying two sailors and 20 passengers when the collision occurred in waters near Incheon west of Seoul, a coast guard official told a media briefing.

The authorities have reportedly mobilized four helicopters and 14 boats for a search and rescue operation.

Navy helicopters and dozens of ships were taking part in the search southwest of Incheon, near Yeongheung island.

Thirteen people were found dead or died after being sent to hospitals.

There were no reported injuries on board the 336-tonne fuel tanker.

All of the passengers were wearing life jackets but many appeared to have suffered hypothermia, Seoul's Yonhap news agency said. "We are investigating how the accident happened, considering the possibility that the two ships collided with each other while passing through a narrow waterway under Yeongheung Bridge".

"Cardiopulmonary resuscitation is under way for the rescued", a ministry official said.

Sunday's accident was the worst since September 2015 when 15 died after a fishing tour boat capsized near the southern resort island of Jeju.

The year before, a passenger ferry capsized and more than 300 people died, a lot of them school children on an outing.
