In the first leg of the scheme, which comes after 110 days, around 10 lakh farmers will have the money deposited in their respective savings or current accounts.

By 15 November, 80% of the eligible farmers would have received their loan waiver benefits, the chief minister assured.

A former member of the Shiv Sena, Narayan Rane was the chief minister in the Sena government in 1999. At the same time, more farmers have been added after we chose to implement the scheme from 2009 instead of 2012 as determined earlier. "Rane is now a NDA ally and we will take an appropriate decision about him", said Fadnavis.

Interestingly, last August, a belligerent Shiv Sena had demanded that the Bharatiya Janata Party "prove its claims" that the farm loans waiver would actually benefit 8.90 million farmers, and sought a detailed list of all the beneficiaries to be tabled before the state assembly.

A senior official from the state cooperation department said that while the online process ensured a strict cross-checking process, the number of farmers seeking a waiver also went down resulting in savings of Rs 10,000 crore for the exchequer.

Fadnavis said that until now, the Congress and the Shiv Sena were holding the reigns of power in that civic body. "We will come to that later", he said about these accounts.

The online application system was launched on 24 July.

Fadnavis said that last year the state's Gross Domestic Product (GDP) was 10 per cent and this year too it is expected to be around 8 to 10 per cent. "The Chhatrapati Shivaji Shetakari Sanman Yojana will be implemented in four phases and it needs minimum one month time to complete the implementation", the chief minister said.

On reports of many "farmers" from Mumbai applying for the debt waiver scheme, he said a probe was underway and only those found genuine and eligible would be entitled for the disbursal. "These accounts are now being checked and tallied with the biometric data and other information like ration card".

"However, it is time for introspection for those who have been laid down by the electorate", he said.

"Twenty-five farmers will receive the loan-free certificate from Chief Minister Devendra Fadnavis".
