PDEA spokesman Derreck Carreon said the agency had about 2,000 personnel and funds for only 200 new agents next year.

"It's not a question of failure; it's a question of more effectivity, optimizing the efforts, and they are widening the scope of responsibility", Abella said in a press conference.

Responding to Mr Duterte's comments, an EU spokesperson said in a statement: "The recent visit of the delegation of the "International Delegates of the Progressive Alliance" to the Philippines on 8-9 October was not a "European Union mission", as falsely reported by some media outlets", the EU said in a statement.

It was unclear whether the decision to change tactics in the anti-drugs campaign was influenced by Western pressure. "Removing these high-value targets will also eliminate the street level distribution and disrupt the entire network".

Police disbanded all 18 regional anti-drugs units on Thursday.

The PNP chief, however, admitted that he feels regret over the "gains" that the police has achieved in the drug war for the past year.

Duterte's move follows the high-profile August killing of a 17-year-old student by police, which triggered rare public outrage. Several surveys released recently show doubts among Filipinos about the validity of police accounts, and whether victims were all drug dealers.

It has only a fraction of the manpower and budget of the police.

PDEG will continue with intelligence gathering and will forward and coordinate to the PDEA all the data they needed in line with the anti-illegal drugs operations, he said.

"We are turning over the taks to PDEA. If the crime is being committed in our presence and we have personal knowledge that a crime is being committed or is about to be committed we will effect the arrest", Madrid said.

"We will target the source, the so-called big fish".
