Russian Federation condemns new education law in Ukraine

BuzzFeed first reported the "reset" plan.

Putin had proposed the plan in April, officials told BuzzFeed News, that included broad aims to reset diplomatic, military, and intelligence relations to their status before Russian Federation intervened in military conflicts in Ukraine and Syria.

"Moscow has systematically pressed for the resumption of dialogue, for an exchange of views, and for efforts to find joint solutions".

In recent days, Russia's Foreign Ministry has suggested there may be other retaliation against US diplomats, including travel restrictions and taking away some parking privileges at USA diplomatic posts.

Andrew Weiss, the vice president for studies at the Carnegie Endowment for International Peace, described the document to BuzzFeed as "nothing less than a road map for full-scale normalization of U.S".

The comments by Dmitry Peskov on September 13 appeared to confirm an earlier report by the news outlet BuzzFeed that said two to three months after Trump took office in January Moscow proposed "wholesale restoration of diplomatic, military, and intelligence channels".

The State Department has been less forthcoming about the Kremlin's proposal.

As of today, only a small fraction of the dozens of proposed meetings have taken place - and numerous formalized talks appear unlikely to happen as Moscow and Washington expel one another's diplomats and close diplomatic facilities in a tit-for-tat downward spiral.

Officials at the White House and State Department declined to say who delivered the document but did not dispute its authenticity. In proposing the plan, the Kremlin seemed to underestimate the political blowback the Trump administration would encounter if it executed a rapprochement amidst a series of investigations by the FBI and Congress into allegations of collusion with Russian Federation.
