North Korea's ICBM test augurs a new normal

The US and Seoul have maintained that the system - which is created to intercept short, medium, and intermediate-range ballistic missiles during their terminal flight phase - is purely for defense purposes and poses no threat to China.

The North promised a stream of missile "gift packages" for the United States after its first ICBM test on July 4.
