Terrorism struck at the heart of London after a vehicle veered off the road and mowed down pedestrians on London Bridge before three men got out of the vehicle and went on a stabbing rampage through nearby bars in a popular nightlife spot of the city.

Police said officers in an armed response vehicle shot dead the three men within eight minutes of receiving the first emergency call.

"The suspects were wearing what looked like explosive vests but these were later established to be hoaxes", he said.

Canadian diplomats in England are advising Canadians to avoid the area around London Bridge which was the scene of an incident late Saturday.

The force said armed officers were sent to the scenes and shots were fired. Three major London hospitals were on lockdown to keep patients and staff safe.

The attack took place at London Bridge and Borough Market.

British opposition leader Jeremy Corbyn described incidents as "brutal and shocking".

Several witnesses said some victims also appeared to have stab wounds. "People running - I've never ran so fast in my life", Joe Dillon, an American grad student at Kings College told MSNBC.

"I froze, to be honest", Roberts said. She said she saw at least four or five people on the ground.

"It was horrendous", he said.

A number of people were run over, while witnesses said some people jumped into the River Thames to escape. But before you do that, can you tell us what you're hearing about Borough Market? "Everyone in the bar started pushing people from the exits", one witness who gave his name as Brian, 32, told Reuters.

We understand from Holly Jones that four pedestrians appear to be severely injured on London Bridge and that the van was going about 50 miles an hour, which is very odd. "I could see on my left a further individual was having CPR performed on them by the emergency services". There was a line of people going down to the emergency exit. "There were a good few hundred people out there".

"Around the corner there was a guy with a stab wound on his neck".

Alex Shellum, who was in The Mudlark pub close to London Bridge, told the BBC that at around 10pm a woman in her early 20s "staggered into the pub". "They put pressure on the stab wound".

Pictures showed police leading members of the public away with their hands on their heads. An advanced trauma team was also sent by vehicle.

In his picture, a man wearing combat pants, with a shaved head and what looked like a belt with canisters attached to it could be seen on the ground with two more bodies behind him.

At 00.25 a.m. BST (7.25 p.m. ET), police announced the two incidents at London Bridge and Borough Market were "terrorist incidents".

Mayor of London Sadiq Khan said: "This was a deliberate and cowardly attack on innocent Londoners and visitors to our city enjoying their Saturday night".

The top-level security briefing involves a discussion across departments which are created to respond to national emergencies.

An eyewitness told CNN he saw a van drive down the bridge at a high rate of speed, swerving toward pedestrians.

On a handsome sunny Saturday at the end of a mid-semester school holiday, London had been as busy and thriving as it always is.

Tension, anxiety, and chaos gripped people following the incident.

Police entered bars and restaurants in the Southwark area around 11pm and told customers to get down on the floor. It said the blasts were believed to be controlled explosions carried out by police.
