The effect of their actions is that besides security personnel, local citizens are also losing their lives.

"And, therefore, those who have taken on to violence of this magnitude will certainly be accountable for their actions", he said.

Kashmir has been witnessing a growing spate of incidents of stone-pelting, where students have been seen clashing with the police.

Defence sources said Jaitley was given a detailed brief about the overall security situation on LoC as large number of trained militants is waiting across the border in launch pads to sneak into this side. The forces are finding it hard to conduct anti-militancy operations as residents are coming out in hordes to engage the troops in clashes, giving the rebels a chance to escape.

"With an average citizen, irrespective of their political views, we'd like them to be on the Indian side in this debate".

Jaitley said: "we have to deal with those who kill people". "They have to be dealt with as a serious surgical problem and have to be dealt with accordingly".

The defence minister asserted that the sentiments of the people would have to be addressed, but could be only done in a peaceful situation. These sentiments have to be addressed. This unleashes a cycle which does not stop.

"The aspirations will have to be addressed when the state is in a peaceful format".

"You can't have the energy of the state involved in combating violence in various places". ". resources meant for economic development are being used for (ensuring) security", Jaitley said. "Who is to be blamed for unleasing this era of violence?" While a section would comprise security measures, another would entail citizen-friendly measures, he said. "And that is what we are trying to do". "Their actions are a conspiracy not only against the Indian state but also against the average resident of Kashmir Valley".

About the alleged admission by some separatist leaders during a sting operation by a television channel recently that they are receiving money from across the border to instigate people for violence, the Defence Minsiter said "I am sure the concern agency will take whatever action has to be taken in this matter".

Finance Minister Arun Jaitley during his Jammu and Kashmir trip.

Jaitley, who is in Srinagar for the 14th Goods and Services Tax (GST) Council meet, had a meeting with the senior commanders and troops at a forward post along the Line of Control (LoC), where he reviewed security situation. "I complement the Indian Army for its level of preparedness and enthusiasm", he said. Our soldiers are fully confident they will not allow any infiltration in those areas. "If there is any effort of ceasefire violation, our soldiers will give adequate response to this".
