Harborview Medical Center spokeswoman Susan Gregg says a 59-year-old woman was airlifted to the Seattle hospital. One of the women improved from critical to serious condition Friday morning.

A fourth person refused treatment on scene, KIRO reports, and it's unclear whether that person fell out of the Ferris wheel.

They tried to hold on, but fell violently, hitting the wheel near the 20-feet mark, police said.

The injuries took place during the Rhododendron Festival in Port Townsend, Wash.

The three people had been in the same cart on the Ferris wheel, which had been set up for the Rhododendron Festival at Memorial Field, said Bill Beezley, a public information officer with the East Jefferson Fire Department.

Firefighters said the whole tub tipped over before they fell. The two women and the boy fell 15 to 18 feet (4 to 5 meters) and landed on the ride's metal flooring.

Those responding to the scene were told that the cart was faulty.

Washington State's Labor and Industries Department is investigating, reported CNN affiliate KIRO.

The festival Vice-President Brandi Hamon and President Debbie La Follete's sons were at the top of the Ferris wheel during the accident.

"The Rhododendron Festival would like to ask for everyone to please pray for all the victims in today's carnival accident", read a statement from the Jefferson County Rhododendron Festival. "This is a awful, bad thing", the company's president, Ronald Burback said during an interview with KIRO.
